Grouped pictures ungroup when the costumes editor is reloaded

This is using Banana439monkey's bug reporting guide, which can be found here.

Description:
When you group to items in the vector editor together, when you go to the scripts area and then back to the costume editor, the items have ungrouped.

When it started:
Scratch 3.0, at least I'm pretty sure. (It isn't in Scratch 2)

Where it is:
The Costumes Editor

Reproduction Steps:
1. Create two drawings in the Vector costumes editor of a project.
2. Select both drawings and click the “Group” button.
3. Go to the Scripts Area. (Only happens with the Scripts area, not the Sound editor. Happens with sound editor as well)
4. Go back to the Costume editor.
You should find the two drawings ungrouped.

Expected Result:
The items to still be merged.

Actual Result:
The items are unmerged.

My browser / operating system: Windows NT 10.0, Firefox 69.0, No Flash version detected

Can replicate - My browser / operating system: MacOS Macintosh X 10.13.6, Chrome 77.0.3865.90
Not sure why this is happening since I don't think this bug existed in earlier builds of Scratch 3, otherwise I would've seen topics talking about it back then.

It’s a design choice. There is a Github issue here with the title “Should user-created groups be preserved”. There is also a related topic in the Questions forum that mentions a workaround. How do you permanently group vector objects

I'm making an important detailed project and this is a problem because I cant get it to stay in one peice I have to constantly export the costumes

What i figured out is that the costumes redo when you exit out the costume so my solution is draw a dot and group them leave that costume then go back to it
and delete the dot.Hope i made sense

This happens when every part of a costume is grouped. To avoid this happening (workaround), add an invisible element to the costume and don't include it in the group.

Well, guess I likely won’t be finding this ”bug” then.

say [I have experienced this so] for (0.5) secs
switch costume to [Annoyed]
