This is Help with Scripts - that's not a scripting question.
Suggest you contact the ST directly if you think your friend has a valid case but I'm sure people aren't banned lightly.

How to get a friend unbanned
Your friend will need to send an email to appeals @ scratch.mit.edu explaining why they didn't deserve to be banned.
