Because people could post unkind comments and delete them.

Basically, the only way you can delete a comment is if it's on your profile or a project that you shared.

You can't delete comments for safety purposes.

If you type in an inappropriate comment to someone and then delete it, the user could still have received the message in the message box, but couldn't have reported it to ST because it's deleted.

The Scratch Team just simply don't have the resources to moderate this.

You can still delete comments on your profile or projects, just make sure you don't post anything mean or violating the CGs.
