Allow me to quote myself from another thread.

I've never liked suggestions that are just “do the thing that you're obviously about to do anyway.” Excuse me if this sounds a little rude but I have no idea what people are expecting to happen when they make suggestions like this. Do they think that Scratch Team is planning on leaving pieces of the site permanently outdated?

I do think that the scratch team plans to do this… but the scratch team does tons of small fixes all the time from PRs by other people. This is really not their top prio. I think that the first thing the ST should do, is work on migrating all their pages to WWW, including the forums… This would probably take a while considering the CSS they might have to write. I think you might want to rewrite your quote for that matter… it's not “obvious” to the ST when they have so many other things to do. The ST will not leave things outdated, but for the time being, it's at least good for maybe an issue to be made on their GitHub, and a topic to be “discussed” on scratch. The ST does not view every single topic, but if they view one like this, well then… it's either rejected or planned I guess!

The WWW port of the forums will probably include the new Scratchblocks considering it's a complete style rewrite at the very least.

I would honestly think the same, but this type of thing is another category than just rewriting/switching CSS. I tried to make an addon/bookmarklet that would allow 3.0 block style on the forums, but it wouldn't work without the actual source of the forum HTML (which I belive is backend / not open sourced)

With the scratchblocks library, which is used on the forums, you just need to pass a parameter to the script to have 3.0-ish blocks :

scratchblocks.renderMatching(".whatever #querySelector", {style: "scratch3"});

These forums are deprecated so it doesn't look like they're updating the scratchblocks plugin unless they switch to a new forum software
DjangoBB is also archived, the developer hasn't updated it in a while

DjangoBB does not control the ScratchBlocks plugin, the Scratch Team does in a fork of DjangoBB in a private repository.
