I'd say that I'm good at scratch. I can make good games with nice visuals if I dedicate myself into it. Most of the tutorials are really bad and don't work. I have no idea how scratchers learn these things. After all I have been scratching for 3 and a half years and I have hit my skill cap in somewhere in 2years. How can I improve and learn about the more advanced stuff like clouds?

Try looking at what other people do in their projects as well as just experimenting with different things and different ways do something. The Scratch wiki is also really useful, as well as asking about specific stuff on the forums. You can also find lots of tutorials that other Scratchers have made, they're usually quite helpful.
