Languages Scratch should be able to Translate

Hello, I was wondering if Scratch could put in voices for Russian and put Norwegian in altogether. I was making a Google Translate project when I found out that Russian doesn't have a voice box on Scratch. I also found someone complaining that no one was putting Norwegian in their project, so I wanted to make him happy by putting Norwegian in mine but I can't seem to find Norwegian.
