if you are offline you can still edit just not save (of course) but with scratch 3 there is a sign that says: could not save try again download

if the image does not work then click here
I can still edit but the sign covers up the green flag and stop button and even though it does not cover up the script costumes and sound buttons I still can't use them ether, making editing offline more difficult. however I can see how this would be handy so you can know that your project isn't saving, so I don't want you to get rid of it but I would love it if you just put a X in the corner of it so I can get rid of it and use the buttons when editing offline. I can't download scratch because I have a chromebook and it doesn't have windows so I can't download it. I think it will be easy to ad a X to it and it will make it a lot easier for many people to edit offline and it can't hram anything because it will still show up and it gives an option to close it. you could also male it show up every five or so minutes so it still reminds you that it can't save. This would really be awesome if you did this.

i do not think it would because it still says that your project could not save telling them that they would lose progress if they reload the page or close the page. Also you can download your project offline so they can download it when they finish and they can still download the offline editor for scratch. scratch also could add on to the sign and say “your progress will be lost if you don't save it” or something like that

Just press Ctrl+S when ever you want to play the project, it gets rid of that message for a small window of time. It's a useful message, no support.

i tried that but it just blinks for 0.0000000000000000000000000000000000000000000000000000001 seconds

Been here almost 10 years and I MUCH prefer using the offline editor
