that only changes the file extension, not the format. Scratch 3 uses a different format then scratch 2, so if you change the file extension, then try to load it, scratch 2 won't know how to deal with the data it has, so it will just throw an error. That's why we need a convertor.

no, you just need to have python installed on your computer. All the code is already written.

that doesn't work since scratch 2.0 and scratch 3.0 have different project formats, and scratch 2.0 doesn't know how to read scratch 3.0 code. That's why this converter was made.
