I want to use scratch 2.0 because I preffer it to scratch 3.0. I can't download it on my Chromebook, so I want to do it online. So, Is there a scratch 2.0 online editor anymore?

No, the only way to use 2.0 is the offline editor.

You can do that actually. Go to http://scratchx.org/#scratch and you can use it. However, as this version still uses Flash, it will probably stop working in 2020. Also, the GUI looks a bit different.
