Custom blocks blocks are local to a sprite?

Custom blocks seem to be local to a sprite unless I use the backpack. Is this intentional? Is the bug that you can drag it from the backpack or is the bug that you can't see the blocks in the blocks inventory from any other sprite than in the one you created it?

Having custom blocks be local makes no sense to me. Are you supposed to make a repository sprite and then use the backpack?

May I rephrase this as “Make custom blocks global!”?

I'm not sure if this was a design-flaw or not.

I was wondering that too. I think the blocks should work for all of the sprites.

Global blocks would be a good idea, yes.

However, for the abnormally large number of Scratch users who have difficulties mentally overcoming the either-or fallacy, this should not come at the cost of losing local blocks. There should be an option to choose whether the particular block is local or global. Or, alternatively, to allow sprites to access custom blocks created in other sprites (with drop-down, possibly allowing reporters).

It's just like the variables in Scratch, there should be an option, as someone said above here.
