https://github.com/redshaderobotics/scratch3.0-linux/releases has download options for the Scratch 3 desktop. Basically that's another spark of hope. It works and on Debian-based 64-bit distros you can use

sudo apt install ./path_to_file/scratch-desktop_3.3.0_amd64.deb

to install it. It works as I have tested it.
