How to make 3D engines?

How to make 3D engines?
There are many options. You could use pre-rendered sprites created in a 3D modelling program, as well as a pre-rendered environment, and then proceed to add programming designed to make the pre-rendered objects move in unison, but this would have to account for every possible action in the program.
One of the most popular methods would be creating a pen-based 3D raycaster, however, this is quite complicated, and I've personally never been able to get one of these working.
