Cancelling the 'New Scratcher' Rank
I'm suggesting this ‘cause when new Scratchers come they get overwhelmed by Scratch, and with that overwhelming the ’Scratcher's come and bully them (at some rate), and they feel neglected because:
1. You can't propose projects to be featured.
2. 120sec rule.
3. No cloud data.
4. Can't apply in most shops.
5. Bullied (maybe).
Once they feel sad emotions they will leave Scratch. And our goal is to make Scratch MORE AND MORE popular. So, is that the goal?

5. Removing 60/120 second rule, New Scratcher status, etc.:You should look at the good sides of having a New Scratcher rank instead of just bad sides.
While all of these things may seem annoying, they are extremely effective shields against spam and inappropriate content.

There is a reason the New Scratcher rank exists. The problem is that you wanna become Scratcher. If that is what it is, go here.

I'll be honest with you, I have the ’Scratcher's come and bully them (at some rate)never seen a Scratcher bullying a new Scratcher just because they were a new Scratcher. I typically see nice comments such as “Welcome to Scratch! I hope you have fun!”
I think the reasoning behind this one is that people can just make projects that eat up a lot of cloud data, which is tough on the servers. No one would want to chat and wait 2 weeks just so they can do so. Removing this is probably rejected, and falls under the “Removing 60/120 second rule, New Scratcher status, etc.” suggestion — I'd say that "removing New Scratchers No cloud data.and the restrictions" is pretty much rejected.
I mean…sort of? Really, the Scratch Team's goal is, and always has been, to introduce young kids to an easy-to-use programming language. You don't need to interact in the website to use Scratch. The main point of Scratch is creating projects. Everything else, including cloud variables and proposing projects to be featured, are something that you don't join Scratch just to do. our goal is to make Scratch MORE AND MORE popular
If anything, it should be motivation to keep using Scratch, so you eventually do get that sweet Scratcher status. There's a lot of cool things you can do with Scratch that even new Scratchers can do!

Firstly, I have never seen anyone get bullied for being a new scratcher. The closest thing I've seen is mockery and harassment based on a user's on low quality projects, but I've never actually seen someone get mocked or harassed for the new scratcher rank itself.
Secondly, the limiting factors on the rank exist to hinder spam bots or troll/malicious accounts so that they can't do much damage before getting reported/banned, so removing those from the rank (or the rank itself) would make it easier for spam bots to post dodgy links everywhere and for malicious users to do bad things.

{New Scratchers} can't propose projects to be featuredUsually, you would want to be on Scratch for a while to grasp an understanding of the website before suggesting a project to be featured. If they moved accounts some time would be used to prove that they were moved accounts.
