How Do I Make A Imported Picture Bigger?

Either resize it in a paint package before importing or use -

set size to (200) %

after importing (or whatever size you want it enlarging to). Either way, your image is going to become blocky the more you increase the size (unless it's a vector graphic).

An alternative to this ^ is to resize it in the Scratch editor - use whichever method you like best
