How much blood is TOO much blood? And when should you report it?

Anything that would get a pg-13 rating should be reported. If somebody is covered in blood and has tons of bloody scars and cuts everywhere on their body, then report it. If it's one or two scars and one drop of blood, then it's fine.
From what I've heard.
If younger Scratchers will be uncomfortable with it, then report it.

Too much blood would be over PG-13. If there is a little blood, I guess you could report it, but it will be rated NFE depending on the project. If it has explosions of blood, very gory, etc. report it. Black blood could scare young children, so its a good idea you report it. A very small amount of blood might push it to NFE depending on the project.
But, to be on the safe side, it is suggested you put none at all, as it isn't guarenteed that it will not get reported.
Hope this helped!

Think about it this way: if the amount of blood will make an 8-year-old frightened or squeamish, it's most likely too much.

I believe it depends. A few drops of blood, scratches, and/or scars will most likely get at most an NFE rating.
If the blood is a different color (e.g. black) then some leeway is probably allowed, but I believe that the image you mentioned should probably be reported.

I agree, definitely report it. On my old account, I made a perfectly lovely “5 Famous Women from the Middle Ages” project, and then someone remixed it and made what was a good project into practically a horror show. That was reported.

Will a project still get reported if it has blood, but you can choose a version without blood or scary things entirely?
Also what if that project has multiple warnings that it is gory and scary and has a specific age range to play (Not 18+) will it still get reported?

What if it is one of those kid comics/ animations like when the magic school bus enters a bloody cut. That probably won't get an NFE rating. Right?
See it kind of depends

A project should not support any gore or horror even with warnings, period.
If a project contains anything breaking the community guidelines in any way, it should be reported and taken down no matter what.
Sensible people might avoid things they don't like, but not everyone is going to do so.
Someone is going to see all versions and/or ignore warnings and just look at whatever it is, so if it isn't for all ages, it shouldn't be there.

Yes. Scratch is supposed to be for all ages, and doing warnings on your project for certain age ratings is considered reportable in itself. If you know it's not appropriate, don't post it.

Incorrect- a small scratch with a little bit of blood (AKA “I fell over and scraped my knee”) is considered OK.

I disagree. Some of my projects have blood in them, and I doubt all of them with blood are even NFE'd.
Here's what I'd consider “how much blood is allowed in a project” (although it really depends on the project, and I could be wrong with some of this):

Very slight blood (such as a scrape, scratch, a nosebleed, papercut, a few drops, or a scar), or blood used in a non-violent/educational way (such as a project about blood cells, a surgery simulation game (although that probably depends too), or a cooking game where you chop up meat) will most likely remain FE.

A fairly moderate amount of blood (let's say, 3/10 to 5/10, such as a slightly flowing wound or a small splash) will most likely be NFE'd.

A lot of blood (such as a large pool, real pictures of blood/gore, or very disturbing images along with it) will most likely be removed.
