It doesn't say the exact date. We need an exact source where a Scratch Team member involved with the development says “Not August”.

I asked ceebee (Scratch Team member) about this, and this was her response:

I found out that Scratch 3.0 is launching sometime in August!

The beta will release in August 1st. The full release will be on Jan. 2, 2019.
