I've been on scratch for some time now but I just recently found discuss scratch. I don't really understand what it is or how to use it. Can anyone help clarify for me.

It's the Scratch forums.

In general, the forums that are most often used are Questions about Scratch (just general things you want to know about Scratch), Help with Scripts (when you have a problem in a project and need help to solve it) and Suggestions (if you have something you think Scratch should implement, you post it there to get feedback).
Note that there is a rule in place that stops Scratchers posting within 60 seconds of their last post (and 120 for New Scratchers) which is usually called the 60 second rule. Expect to be caught by it pretty much every time you post.

To expand on this, I'll give a quick rundown of the main forums and their rules
New Scratchers- a place for new scratchers to introduce themselves
Help With Scripts- a place to ask for help on your projects
Show and Tell- a place to advertise projects/studios
Collaboration- where you can work together to make projects
Requests- where you can ask for certain favours (e.g: designing a profile pic, rating a project). Most of the threads are ‘shops’ where multiple scratchers work together to provide a variety of services
Questions About Scratch- place for general questions about the site
Suggestions- where you can suggest new features. People vote on them by saying ‘support’ or ‘no support’
Things I'm Making and Creating- Where you can discuss things you make outside of scratch
Things I'm Reading and Playing- like TIMaC, but for media (books, movies, games)

Main rules of the forums are:

• do not spam, especially with emojis or blocks.
  
• don't comment on really old threads except for in the Suggestions, TIMaC or TIRaP forums where ‘duplicate’ threads aren't allowed
  
• read the stickies. Those are the pinned threads at the top of each forum. They have most of the rules.
