Why is there no “Privacy Policy” page in English? I found one in German, but I don't speak German.

The original document is written in German because the Wiki is hosted in Germany. We do not have any legal translators to translate it into English, and even if we did the German version would be legally binding with the English (or any other) translation being for informational purposes only.

That may fall under user-generated content, and pages about them aren't allowed unless it's under your userspace.

__TOC__ moves the table of contents from its default location to where the __TOC__ is.
__NOTOC__ removes the table of contents from the page entirely.

Likely because there is no specific page dedicated to explaining what a troll account is. However, you can type the keyword “troll” into the search bar and see what pops up.

No, usernames are not on the wiki as per S:GUIDES.
