I am not able to use these blocks

(video [ v] on [Stage v])
turn video [ v]
set video transparency to () %

When i turn video on the screen Changes its colour to SKIN COLOUR
no Camera video is visible.
The webcam has no problem. it works on skype, camera app, etc.
But problem is not scratch

PLEASE HELP.

Test it in a default project without any other stuff.
