I saw one with Gobo holding a stop sign and that looks way better than this one.

You're literally no-supporting a suggestion because of a mockup??? That is extremely unconstructive. It's not only saying the designer is bad, but that's like saying no support for a block suggestion where the topic owner makes the mockup as a custom block, like this:

Because the mock-up is the main part of the post. This is what they want it changed to. That isn’t unconstructive. And you can be critical in Suggestions . Your Block anology isn’t fair as the block wouldn’t be the main part of the block, it would be the function of the block. This is completely on design an the mock-up should be he main talking point.

i dont think it makes sense for a 403 page to say “our server is scratch'ing it's head” (even though even scratch.mit.edu/403 says it), since you don't tend to scratch your head when you dont want someone to do something.

Take the early days of Mario. Were they all, “No, this early version sucks, let's not do that”? No. Nintendo went along with it, and improved on his design and personality over time.

The title for this suggestion is "Idea for a new 403 page design“, not ”Make this the new 403 page design“. They're giving their idea for a new 403 design, being open to suggestions and improvements. They are not suggesting ”Okay, we should make this, exactly how it is, the new 403 page." The point is the main idea to make the 403 page look nicer.

Sorry, no. The main point of this suggestion is the design and that is what they want it changed to. Same suggestion with different design wouldn’t be a duplicate as the design is different, which does it’s the design here. I think you may be confused. Although offering improvements can be the most constructive and welcoming way to criticise, saying no support on the design is not unconstructive.
