If you mean an article in your userspace, no. If you mean suggest an article to be featured, yes. As you have a wiki account, you can also add it here.

I mean by articles. Like “Propose your OWN projects” but articles about Scratch.

I think that Sixty-Second Rule looks like a good and detailed article
(please use my gdxfor account for the username, as it has an associated Wiki account)
(also the topmost suggestion on the Wiki Suggestion page has broken formatting, someone please fix)

Nobody “owns” any articles on the Wiki (other than their userspace, which can't be featured anyway). If you mean submitting an article you contributed to, yes, you are welcome to do that.
