small change about new scratcher status

Currently, the most annoying thing is the inability to edit.

My suggestion is to allow new scratchers to edit their post after 12 hours of being posted.

Five hundred posts! I never expected to get up there… In only 2-3 months.
Does anyone know what a signature is? I mean, I've already seen 6-7 people get confused.

Users are only New Scratchers for a little while (as little as two weeks in some cases), and before then they can still report a post for a moderator to edit it for them.
