I think The dusscusion bar should stand in its normal place Scratchers who want to go to the dissections or need to cant see it so easily

Yes. It will slowly lose popularity and end up dying out. It wasn’t in a good place at first, and now nobody can see it! They always had it in the footer, but they’re making out it’s “new”.

Ah, OK. That makes mores sense.
It's still going to take a lot more of getting used to. Arguably the forums can be more helpful than a tips page, but eh. Though it would kind of be nice to see both of them on the header… :P

How about “Tips” is only visible to New Scratchers? When I joined on my first account I didn’t go on Discuss until a month into Scratch. We can compromise! Then the ST and Scratchers have what they want!
