I have a YouTube account, so is it ok if I record myself on scratch?

as long as the project you're reviewing has no copyrighted music playing

then you will be sued

That's not exactly true. I believe it's safe to use up to thirty seconds of any song in a video, and there's no chance of copyright infringement. Then there are copyrighted songs that you can use as long as you don't monetize the video, and certain uses of music that might qualify for fair use in certain contexts.

In other words, just do your research before you post anything. Just because something will likely be allowed on scratch doesn't mean that it won't be copyright infringement on youtube, so it's good to back yourself up.

All that being said, yes, you can take videos of the scratch site for youtube- just be careful what you're playing/watching/listening to.

Usually if you post a video with copyrighted music, and the company that owns the copyright notices it, they will simply monetize the video themselves, not remove it.

YouTube has an automated detection system. If you use copyrighted music, then YouTube will let you know your options.

Usually the options are either to remove the music from your video or to let your video be monetized for ads with the copyright holder getting the money.

By the way, YouTube has a nifty tool for removing music. I was skeptical that it would work since the sound track was a combination of dialog and music, but it removed the music and left the voices! Ah, modern science.

No, he was explaining that if anybody files a complaint against you on YouTube, you're doomed. They don't look into the complaint; they just take down the video.
