Sorry for the late reply, I am working on my first platformer… Anyway, partnering is when two shops agree to join together, and they can advertise the shops link and banner on their main shop page. Also, the other shop they are partnered with can help them with their requests, even though they don't work there. You can go to my shop and fill out a partner form, as well as look at the partners my shop has.
