Go to the curators tab, and push invite curators. There, you can invite them by username or invite scratchers you are following or who are following you.

Once they have been invited as curators, you can promote them to managers

To promote someone you have to lay your mouse on the person you want to promote and then you will see a button that says promote then click that and it will promote the person to be a manager.
