In SCRATCH 1.4, at the top of the center panel, there are three buttons, “can rotate,” “only face left-right,” and “don't rotate.” I cannot find these in the online version of SCRATCH. I did have a student whose sprite behaved in “face left-right” fashion, but he did not know how it got that way.

Press the blue i button on the sprite in the selection panel under the stage to see the sprite properties so you can change name and can rotate etc. You can also do it in version 2 with a block

set rotation style [left-right v]
