Basically, my suggestion is studios, but as well as those, something new. This idea looks a lot like studios, but I'll explain the difference.

In reality, I'm talking about organisations. Studios contain projects by anyone, but collaborations only contain projects by it (at the very least its members). Remixing also works differently. When you click remix, a blackout will occur and a box will pop up asking where you want to remix the project into. Click on the collaboration you want to remix into or your account and press remix. If an inappropriate project is found and gets reported, then is dealt with, the Scratch team will send an alert to every member of the collaboration, or an alerts tab could be added, that is confidential to owners. I'm gonna have to no support, what if you have a troll friend or somebody who adds that? What if you have somebody who adds something that thinks something is a joke but gets false reported? I don't want to get banned because of somebody else's mistake.

I don't know if this would work, but you may be able to use GitHub and collab there. I haven't personally tried it but i think it would work. Plus, if anything happens, such as a troll friend, you can go back and revert it. All you have to do is un-.sb2 the project by renaming the project to then upload the contents to GitHub.

Bitbucket and GitLab work too.
