Bounce block. The reason was “you can't bounce off nothing”, so presumably "if touching [sprite], bounce" is still allowed.

Can you add improving the extensions policy to the rejected suggestions list? Because as paddle2see said here, they aren't going to improve the policy

Notes:
I am aware of my inactivity. I have schoolwork act activities that do not permit me enough time on Scratch to look through and add everything in one run. I should have time sometime soon. If someone would like to compile a list on what I have made that would be great.

If someone would like to compile a list on what I have made that would be great.
Here's a roundup of all the ones people have said here:
Bounce block. The reason was “you can't bounce off nothing”, so presumably "if touching [sprite], bounce" is still allowed.
Featured users are rejected (image).
Forum profile pages
Removing New Projects Section On Front Page
While this may be useful for preventing useless projects from appearing, this section was created so that users could get their projects to be noticed. If you see any useless or bland projects in the section, just ignore them. It would be a 10% chance something like this will appear.
Even is this website isn't about being popular, getting noticed is a good way to promote and introduce yourself to other people. Whether it's projects or studios.
Advertisements^ This one should probably come under “monetizing Scratch” (15)
Advertisements may appear on many websites, but advertisements shouldn't be trusted, and they can't always be controlled. some ads might promote inappropriate content or scams. We don't want users finding out about these stuff at all.
Also, these parts need updating:
Adding Ranks above ScratcherThe ST did formally reject this in the end: see here.
Not clear whether rejected.
Scratch MoneyShould be labelled as “monetizing Scratch”. “Scratch money” implies a virtual currency, which is a completely different thing which I think is also rejected, although I can't find a source for it.
Since the new cloud data limits there is no workaround for this.(user ID :: sensing) // Convert to Binary/ACSII and save.
Also:
The numbers in the explanations section don't match up with the ones in the list.
The rejected blocks section is a bit pointless, since it only has one block in it which is also in the main list.

We need a higher character limit. Maybe not one too big, so we can limit spam, but really. I run into this problem at least once every day, where I try to write a review for the project, but that dumb character limit limits me to less than a paragraph. Maybe a minimum character limit of, say, 100 would be nice too, as it stops this from happening:
“nic”
“5”
“good proj”
“lked”
“i like to eat breakfast”
“h”
“hello”
And it would encourage productive conversation. Keeping this tiny limit we have as is only gives this message.
“You are not allowed to share your thoughts. You wanna say something? You'll have to be ready to communicate it with a 2-word sentence.”
It stops players from talking intelligently, meaning that the uploader of a project is completely unable to take any meaning from the feedback they get. And believe me, I know. This website has a general atmosphere where any criticism, no matter how nicely or constructively it is given, is outright rejected, and written off as being “mean” or “putting others down.” This is because when a project needs improvement, And I want to say so, I have to boil off any, and I mean ANY excess text, including saying nice things, or opening with a disclaimer that I don't want to hate. So what you get is this.
Original comment:
"Wow, nice project! I liked the concept a lot, and the gameplay was fun and intuitive, and made me use my brain and my reflexes. The graphics, while simplistic, were definitely enough to spice it up, and even its simple look came off as a style choice rather than a mistake. However, I'd like to suggest a few things, and I really don't mean to give hate or be a jerk, but I feel like it needs to be said. The concept, while original, needs to be explored more. It seems like you added it at the last minute, even though you based the whole game off it. The way you used the gimmicks was a little shallow. If you want to know what I mean, check out this remix I found: fakelink.scratch.com/forexample That's what I think could have been done here. Also, the graphics, like I said, used their simplicity for style, but there were some sections where they had enough detail to look good, but this seemed to me to contradict the style. In the future, try to keep the style consistent, and stick with simple or complex. Also, the gradient glow was a little weird around the light sources, because of how the scratch sprite editor handles gradient fill. I would encourage you to use external programs like Photoshop or Gimp for things like that, rather than relying solely on the scratch editor. This is what many experienced users do. Overall, I give it an 80%. Good, but could be better. Again, let me reiterate that I'm not trying to hate on you or your project, I'm trying to help you. You're a very skilled creator with a lot of potential, but of course, everyone makes mistakes, and an important thing in life, not only in scratch, is to learn from them. So, good job, and I hope to see more in the future!“
What I end up posting:
”8/10. Ok, but Graphics need balancing. Glow looked cut off. Concept was cheaply implemented, could have been more deeply used, like here fakelink.scratch.com/forexample. That's ok though, try to improve it. Bye."
You see? This is why we need a character limit of, say, 2000 characters. It lets people write what needs to be said, and express what they mean, and it will finally bring Scratch the constructive atmosphere it needs to have. Take for example, Geometry Dash. You might be skeptical at first, but hear me out. Its character limit on comments is a pathetic 200, but players tend to post their levels on Youtube, and read the comments there. As a result, creators in GD have improved so much that the creator, Robert Topala himself, was left speechless. What used to be a process of using a couple thousand objects to throw together a small piece in an hour turned into an art form, where creator spend years and hundreds of thousands of objects and the knowledge they gain and share to create beautiful masterpieces, and this is because of the ability on Youtube to offer your criticism in a professional, polite, intelligent manner.
But no, I'm still stuck here trying to fit an essay into a twitter post, and the end result is a hostile environment where nothing but meaningless and thoughtless hollow compliments are socially acceptable. Anything more is treated with anger and hatred. Quite the opposite of your little dream there.
And this is why we need a higher character limit. In fact, why haven't we gotten it already? There would be no problems with it, beyond the occasional spam comment, although we have quite enough of those already, and they don't need a lot of characters:

Two ideas, first, I think the <brodcast received> should become BBCode. Second, you should link Scratch3d and Starlogo TNG. This is a nice, though.

The following are removed features and blocks for the website. My rejected suggestion was keyframe animation in Scratch. Could you please add it to the list?I posted this a while ago. It's still not on the list, so I just wanted to remind you to put it on the list. Here is the link to the topic. https://scratch.mit.edu/discuss/topic/199751/

you're missing one
add removing scratch

Support; after all Scratch has a pretty simple workaround. All you need to do is make your own block-based programming language, and maybe a website for it. Our goal is to help people learn by making things, not to do everything for them, so this change would make sense. Therefore, closed as rejected.
