Can you type in a username anywhere and look up that person?

Yes, use the Search on the blue bar and after you clicked enter you can chose the tab “users”

You can always use a direct URL if the search doesn't give you any results, since it takes a while to index:

scratch.mit.edu/users/<username>

I don't think you can look up new scratchers in this way.
Pingu is learning about politics with this amazing project.

Ya, you have to wait until they are put into the search results. But, you can still use a direct URL to their profile scratch.mit.edu/users/(username)
