Time
Scratch Time (not to be confused for Scratch Days, or Timer) is the minutes, seconds, hours, days, etc..
But how does it work? Does it simply follow your computer's clock? Or no? And what about different timezones?
This is a really short post.

Web pages can be written in such a way that the web browser automatically inserts local time from the computer wherever time is referenced.
Most websites which service all 24 time zones on the planet are written that way.
If you want to know what time it is at the Scratch headquarters, since it's in the Eastern USA, it would be EST.
