Um. Maybe I am just misunderstanding you, but…

You do know that “21:00” is equivalent to 9:00 PM, right? It's not a bug… It's an international time-keeping system…

It would be helpful if we knew your time zone, and how far it was off. Your time zone is what time it is, not how the time is kept, so even if the scratch clock says 13:00, if it's 1:00 where you live, your time zone is correct. Scratch uses 24 hour time for everybody, whether they use it or not.
However, if scratch says 13:00 and it's 2:00, or 5:00 where you live, then please explain that a bit more thoroughly. Thanks!

24 hour time is not a time zone, it's a time-keeping style. Actually, these are pretty much the only countries that uses 12 hour time, so 24 hour time is used on Scratch for international users.

It does automatically detect your time. Like I said 24 vs 12 hour is not a timezone! It's a time format.

But my time zone has a 12 hour format, wouldn't that come with the detection too?

Nope, everybody sadly gets stuck with the 24 hour format.
That's because you can use 24 hour time for any time zone. So somebody in EST might use 24 hour time, just because they prefer it. (Admittedly, the US is not the best place for somebody looking to use 24 hour time, but they could if they wanted to. How you use time is not specific to the timezone.)
Though, come to think of it, having an option to switch between the two might be a good idea…

Bumping my image…

I actually prefer 24 hour time. I'd like to get really comfortable with it in case I ever study abroad or travel around the glove or anything of that sort.
Edit: This got offtopic after the above post was written.

I dont think im likely to travel to Russia or any country in Europe that isnt the UK anytime soon, so I'd like a way to change my time format :P

Sure! I think there might be a duplicate, though, so you might wanna check for that first.

FYI

To tell what time it is when the time is in 24 hour format and you're used to the 12 hour format, delete 12 hours from the time if it's 13 hours or more.
