Would chat still be prohibited, even if we made the chat phrases pre-made and safe, without any suggestive content?

When I receive the Scratcher status and cloud data gets even more possibilities I'd like to do a multiplayer game in a style of club penguin with a pre-made chat (which would be the main part of the game)(as long as it is allowed).
I think it should be allowed, if reviewed and received positively by the staff.

It is still allowed if the users are not allowed to say anything they wish; they must only be able to select from a list of words.
