All Google Fonts are free to use for any use and open source.

When saving a vector costume to local file, it should convert the text to a path so when it is opened in a different application, it doesn't use a fallback font

Of course. They could just add a link inside the SVG, only if it uses that font.

They used this scratchblocks /scratchblocks tag and made it an undefined block, which only has text and a dropdown, and I think they meant to show that you could switch the font to something else via v icon.

There's ways to test them in the Official Testing Topic for scratchblocks, not here much since it's a suggestion.
