I was thinking about creating a Studio where people could post sprites, artwork, short animations, etc., for other Scratchers to use in their own projects. Thoughts?

This is a really great idea that you have here! Studios would probably be your best answer, unless you'd like to suggest that Scratch Resources be brought back up to speed. It became somewhat outdated with the move to Scratch 2.0.
