This was first posted in the bugs and glitches forum, but I thought it might be useful to cross-post here. There's two posts discussing a bug in Scratch offline that was introduce with version 444.3 that prevents extension blocks in a saved project from loading. See:

If you like to use experimental extensions in Scratch offline, don't upgrade just yet. If you already did, here are direct links to older versions of Scratch:

Windows:

Assuming you mean from scratchx.org – no, you can't upload projects from there.
