Support for a language that mixes uppercases and lowercases, and replaces letters with similar-looking num83r5 and $ymb•£$ that isn't called “Temmie”.

Technically you can't copyright a game, you can only copyright a title and names, but i doubt Toby Fox copyrighted the name “Temmie Language”
anyway, if you want, it could just be called Leetspeak

ya, it could just be Leetspeak or “Intertalk” (internet talk… i know it's horrible) also the name Temmie can't be copyrightied if you scroll up and see this
