Punishment for not reading the stickies

I am not saying that I think it's a good idea or a bad idea or neither or both and so forth, but I do have a couple questions.

Does people making duplicates affect other people?
If it's a duplicate, could someone just say it's a duplicate and then the topic gets deleted and continued on the original?
Would a better solution be having Scratch add back the in-Scratch forum topic searcher?
Does it take a lot of time to read through all of the stickies?
Has Scratch Team said anything about this?

Semi support,I personally think the temp ban is a little extreme, so the temp ban is replaced with not being able to make a topic until you have read the stickies, I will give full support.
