Yes, this is one of the most posted Undertale theories.

Megalovania is based on the word “megalovania”, which basically describes one who is a power freak.
But sans isn't a power freak; if you're doing a No-Mercy run, the player is the power freak.

Some people even go further and suggest that “Battle Against a True Hero” and “Power of NEO” (both of which only play during a No-Mercy run) sound almost exactly the same because it's actually the player's “Encounter” song in a No-Mercy run; while “Megalovania” is the player's “Boss” song.
