how do i get a picture or an emoticon in a comment

In Scratch project comments, you can't put in a picture, but you can put in things like _meow_ _apple_ _pizza_
but I assume you're actually talking about forum posts.
In the forum, things like

:) :D

will automatically become

Put a link to a tinypic or cubeupload image in these tags

 [img] YOUR IMAGE LINK HERE [/img] [code]
and it will turn into the picture.
