Okay how about…
Scratchblocks are a privilege, not a toy. Please use them responsibly and respectfully. Users who post them repeatedly will be punished to the extent of the law given a warning, then a fair ban if they continue overusing the Scratchblocks.

Thanks for the mockup! Looks similar to what I'm thinking.

Some criticism:
* the explanation text looks a bit small
* the wording of “Convert a script to code” needs some work, it sounds a bit confusing.

I like the live mockup! But personally, and not just cause I made it, I liked the blue block logo in my mockup better because it had the white line and parameters. But other than that it's better!
