Fix help/tips bar layering and looks pls fix

I have been looking into the help menu issues and found a few after these ones here.

This stuff happens when you drag the blocks


When using the offline editor when you drag a block it goes over on part of the help menu but not the other but this only happens when the help menu is out

Also this happens to the bottom of the help menu too when it is out


offline the block is over the help menu when it is minimized


online editor it is over it when it is minimized


Also this only for online editor there is just a little white around the corners of the top and bottom of the help menu on the online editor



My browser / operating system: Windows 7, Chrome 45.0.2454.101, Flash 19.0 (release 0)
Hope they sort this stuff out for this has probably existed since this stuff was created
