I don't think so. I'm pretty sure mousing over it and clicking Change is the only way to change it, and when you do it shows your files, so I think you have to make it somewhere else. (Also I don't even know how to make a Gif.)

What kind of picture are you trying to make? If it's a gif, then no, but if it's a nonmoving image then yes.

There is no way to make a gif with scratch, but you can make a gif using other sites and then use it on Scratch.
