I suppose having a text pattern. You can choose to be like blue or have a gradient effect. You can choose to have text be bubble letters, and an outline. It would be useful for text to make it look pretty

Even basic paint programs need to have some basic text editing features, and Scratch has that. However, if they bother to make pretty thumbnails, they might as well use GIMP or Inkscape.
Plus, you might as well say:

Use GIMP or Inkscape then… They're free (free as in no price and free as in you have to freedom to do whatever you want to the software, e.g look at the code for the program and change the code), and they're used by a lot of people.Just use an online text-beautifying program. And if you say “they don't have admin permissions”, then Inkscape (I don't know about GIMP) has a portable version.
