What are the definitions for the colors in Scratch?

I can never use them because I have no idea what the color numbers mean.

For example, what does #210664 equal in Scratch?

Click my signature. The box is 200x100 pixels. The very left color pixel is 1, and each pixel to the right changes it by 1. The shades go from bottom to top 0 to 100.
