When costume switches to costume _ event block

Just like backdrops there can be a when costume switches to costume_ block.

Semi-support, because if we don't have this:

switch costume to [ v] and wait :: looks

There will be no use for it

No support. Maybe it's because I've been here since 1.4, but I always thought “when backdrop switches” was unnecessary since it can just be done with broadcasts, so having the same thing for costumes isn't needed either.
