Yep. You would need a list for characters, their codes, and a list to store the decoded cloud data. You can do that with cloud lists, right?
Here's everything you need.

Even though it's not gonna happen, I would love that. However, there would have to be a limit to the amount of points awarded for each badge.

That would be really cool, actually. Codecademy has a badge system. I guess it would be a really neat way to show off how far you've come, and even help new Scratchers strive to improve.

i would support badges that exist in good taste and fun (like most helpful). i would not like to see any badges that are awarded as a result of popularity or that are a way to quantify fame.

Like if there were step-by-step tutorials on things, you could earn badges, etc.

I disagree.
Why?
Though it is a very interesting idea, I'd like to have a badge system, but I'm really afraid it could become a game and a competition between scratchers. Look, I'm a better scratcher than you, I have more badges than you, I have the badge +200 followers, etc etc.
It's yet very painful to see how Scratch is getting bad because of immature scratchers now, I think it could encourage the “fame competition” on Scratch, that is a big big big problem.

Though it is a very interesting idea, I'd like to have a badge system, but I'm really afraid it could become a game and a competition between scratchers. Look, I'm a better scratcher than you, I have more badges than you, I have the badge +200 followers, etc etc.

It would be nice and encouraging to be able to get badges for helpful behaviour, being friendly and such (NOT for most followers, most love-its and such)
But -1
because I think it would be very hard to administrate (how do you “calculate” helpfullness? It must be decided manually! A lot of work to do!)
