As usual, I was roaming the cast expanses of the Wiki, and I stumbled upon a dreaded evil:

Scrolling the Stage was a planned new feature of Scratch 2.0. It allowed for the Stage to be panned around, repeating the current scene, without creating a sprite for it. However, it was removed in the alpha version for unknown reasons.[citation needed]

So, I have a question for everyone:

• Was the scrolling scene feature removed for unknown reasons?

I thought I recalled reading on one of the scrolling block pages that it was removed due to complexity and maybe bugs. I'm guessing it was things like “do variables scroll also?” And the maximum size, then having to expand the paint editor resolution, etc. it was probably a mess trying to implement that, but that's just my guessing. Try checking out the scrolling block pages, and you may find something.

But for “unknown reasons” the ST never really mentioned too much about these block in the first place. I can recall in Alpha days when they were somewhat working on them, on the old forums they never gave them a mention, and hardly any non-alpha-testers even knew they were there. When the beta was released, I thought “I thought there were scrolling blocks?”, and I never realized that they were removed because the ST gave no mention of their removal.
