There used to be a way for us scratchers to make it when our sprites, bounce off the wall, and not to flip them but now the only way to do that is if we go to the coustume and flip/rotate i think that the old tool should be returned

It's not missing, it's just hidden. Hover your mouse over the sprite's thumbnail, and you'll see an “i” in the corner. Click on it, and the option to determine sprite rotation will show up.
