Forum times not based on Scratch Time?

It seems like the forum time is about 4 hours ahead. I wonder why.

I believe it's UTC - 1, but I have no idea why. We're working on making it adjust to the user's time zone.

Never thought I'd actually be sort of disappointed to see the timezones working.
